Our History Since 1972

Since its founding, Mosaic Insurance Exchange has led the way in delivering innovative technology and account management solutions for insurance providers.


As an affiliate of the Small Business Service Bureau, Inc. (SBSB), Mosaic Insurance Exchange was initially created in an effort to enhance the SBSB’s technology and Contact Center systems to meet the challenges of health care reform implementation. As a united company, we have worked with over 50 health insurance carriers and thousands of products over the years.


As a result of partnering with the Commonwealth of Massachusetts in 2007, Mosaic Insurance Exchange became the first private company in the country to launch a state-based health insurance exchange―the Massachusetts Commonwealth Connector Authority―utilizing proprietary sales, service, administrative and technology platforms to deliver health insurance products and support to small employers and individuals in Massachusetts.

Lisa M Carroll — President

For more than 30 years, Lisa Carroll has led Mosaic Insurance Exchange by providing innovative technology and insurance industry expertise.

Lisa orchestrates the organization's Customer Service, Information Technology and Administrative departments. She is also responsible for implementing the Massachusetts statewide Commonwealth Choice Program in partnership with the Commonwealth Health Insurance Connector Authority.

Brad Watts — Chief Financial Officer

Brad Watts directs the accounting and control functions for SBSB/Mosaic Insurance Exchange, providing analytical and operational support for the over $200 million generated in health insurance premiums. He has constructed the commission-management function, improved the cash receipt process, and spearheaded additional initiatives to automate functions, resulting in reduced manual transactions.

Brad earned his Bachelor's degree from Duke University and received his MBA from the University of Pennsylvania's Wharton School of Business.

Mosaic Insurance Exchange and its affiliates have over 250 full-time employees located in four offices across the country. Employee qualifications include licensed sales and service experts in multiple insurance carriers and the commercial market, many of whom have earned advanced insurance-related certifications.
